Many of the Topps test sets from the 1960s-70s were released regionally, and depending on the size of the test market and the duration of the time period, range from extremely scarce to slightly less than common. 1968 Topps Plaks are very rare, 1967 Topps Punch Outs are tough but not quite as scarce, and 1975 Topps Mini cards are pretty much everywhere. But the 1961 Topps Dice Game is at the top of the list, an experiment that was ended well before slated for production. The featured example of reigning NL MVP Dick Groat is, as far as we know, the only example known. It's believed that as little as two or three of each card in the series was produced, just enough for a few test subjects to play the game and evaluate its statistical validity. That certainly would explain the marking on the back where a result of rolling a 5 against a called changeup was changed from a single to a homerun, modifying the dice outcomes to make the simulation more accurate. Because of the ink on the reverse, the grade is limited to SGC 2 and not more in line with a VG/EX assessment.
